Secretary Brown describes changes to candidate filing logistics

Filing day is Tuesday, March 6th. With more and more candidates filing online as well as the timing of annual sessions (this one in particular), we are making some changes to the usual filing day festivities.

We will post statewide and legislative candidate filings on the big magnetic boards in the House Chamber as usual, as long as the legislature has adjourned in time. However, we will not be accepting candidate filings in the House Chamber. Candidates wishing to file by paper on filing day must file at the Elections Division office, on the 5th floor of the Public Service Building.

We will open the House Chamber at 3pm on Filing Day for those interested in gathering and watching updates up to the 5pm deadline. I will be on hand to post the updates and gavel out at 5pm. Should the legislature not adjourn in time, we will relocate the filing day updates to another place in the Capitol, likely HR 50.

Oregon Secretary of State Announces Public-Private Partnership

Aimed at Creating Jobs and Preserving Oregon’s History

SALEM, OR. – Secretary of State Kate Brown and Chaves Consulting, Inc. (CCI) have formed a unique public-private partnership to offer state and local government agencies Oregon’s Electronic Management Solution (ORMS) to save time and money, and create jobs in Eastern Oregon.

ORMS is powered by HP TRIM software, a robust, cost-effective, enterprise records management solution, which can manage the state’s public records whether they are electronic, paper or any other number of formats. ORMS allows the public to more easily access government records using a public interface or web portal.

CCI, headquartered in Baker City, Oregon, will use HP TRIM software to provide an innovative SaaS (Software as a Service) model, which will involve charging a decreasing monthly cost per user with no upfront investment required by users. CCI will supply the hardware, software, and services as part of the SaaS model.  As managing General Partner of the state-of-the-art Synergy Data Center (www.synergydcs.com), CCI will utilize Synergy as the repository for the ORMS data.

“As keeper of Oregon’s history, it is crucial our agency has a reliable system in which to store public records,” said Secretary of State Kate Brown. “By partnering with Chaves Consulting and using HP TRIM software, we have a win-win for all Oregonians. It allows my office to build a cost-effective way of managing information, increasing transparency, and creating jobs.”

Through this project, all state and local government agencies will have access to a current technology records management solution.  The pilot phase in addition to the Secretary of State’s Office includes: Oregon Department of Energy, Oregon Department of Human Services’ Children, Adult, and Families Division, Public Utility Commission, Tualatin Hills Parks and Recreation District, and the cities of Beaverton, Milwaukie, and West Linn.

CCI President Richard Chaves said, “The partnership formed between the Secretary of State’s Office, CCI, and the use of HP TRIM software represents a willingness by all parties to work together to develop a solution that will greatly benefit the State of Oregon. It also supports CCI and the Secretary of State’s vision to positively impact economic development in rural Oregon.”

Want to Run for Office? Elections is Here to Help!

Have you ever considered running for elected office? With the 2010 Election a mere year and change away, now is the time to think about filing for candidacy and our elections division is here to help!

The first thing any potential candidate should do is head on over to our elections division’s website and grab the State Candidate’s Manual for either major or minor political party affiliations. You’ll find all of the necessary forms there as well. With these manuals and forms, you’ll have all the information you need to get you on your way to filing for candidacy.

After filing, you may ask yourself, “What comes next?” Well, our Elections division has you covered there too, providing you with some basic information on a number of relevant topics; perhaps most importantly a “Quick Guide” on Campaign Finance, a Campaign Finance Manual and a Users Guide for ORESTAR, Oregon’s campaign filing system. Understanding campaign finance law can be daunting, so be sure to read through the materials carefully…and often, to make sure you’re in compliance. Also, be sure to check back with Elections January 1, 2010 as these manuals will be updated1 to reflect changes in the law made during the 2009 legislative session.

As any elected official will tell you, this is just the beginning of a long, sometimes arduous journey towards public office. You still have to: consider hiring a staff, start fund-raising, attend events, round up endorsements, and knock on doors, just to name a few things.

Still, if you think you’re ready, Elections is here to provide you with all the information you need and answer any questions you may have along the way.

The first day to file for office was September 10th of this year and all filings must be received by Elections on March 9, 2010.
